The panel wizard renders all the panels and so if you have a panel that uses a lot of resources (CPU/Memory) it will slow down or even block the panel wizard. From my experience, the panels from the standard XAR that cause problems on large wikis are Panels.Navigation and Panels.SpaceDocs because they don't limit the number of pages displayed and both are loaded synchronously (when the page loads, so no AJAX). The description of Panels.Navigation warns you about this: "However when your wiki grows you'll usually want to replace it with your own fixed navigation".
