Panels are not currently allowed to execute code with programming
rights. You have to options:
1. Load the panel asynchronously (i.e. in a separate request than the
request loading the page)
2. Modify contentview.vm and remove/comment out the line
$xcontext.dropPermissions() which forbids programming rights for any
code evaluated after the page content (which includes code from
panels).
