I don't have any clue where the "tagcloud" macro is stored in the wiki...
Should be exactly this XWiki.TagCloud, page. (You can see this in the object
editor).
If this is the case, editing this page with a user with programming rights (e.g. Admin)
should fix that either.
Otherwise maybe try to reimport the TagCould page from the original *.xar
