I just did the velocity macro suggested and it returns true.
Note that I can do as suggested in the tutorial and on demand include the skin extension
in a page and that works fine and I see the style changes so it appears the extension is
ok just not the ability to have it apply to the whole wiki which is what I need.
One thing to check is that you're not actually getting an older version
of the extension, try to clear the browser cache.
