You need to modify 2 lines:
- the plugin line to add the following plugins: font color
- the toolbar line to add the following buttons: fontname fontsize
forecolor backcolor
I suspect you modified only the toolbar line and not the plugin line.

Also note that you can enable/disable WYSIWYG plugins and features
without touching the file system by editing XWiki preferences page:
