It started off with a fresh deb install around 6 weeks
ago, and it has been
upgraded once since then with apt-get.
I tried deleting the Solr index folder and restarting - it did trigger a
re-index, but I'm still getting zero results from the search page.

You could try to stop the server, delete the Solr
index folder and
then restart the server. Solr should automatically start indexing
documents after the restart.
