Hi Markus,
yes, you can do this by disallowing the comment right from the
XWiki.XWikiGuest user and the XWiki.XWikiAllGroup group. However if a user
has the right to edit a page, he will also be able to modify / delete other
user's comments.
Is your wiki public or private?
