[xwiki-users] Component manager has not been initialized before lookup

Trying to install on CentOS / Tomcat6 / MySQL And have managed to do it once with the previous version. Now I try to do it again with the 541 release. After battling through the mysql connector problem and various other things, I now get a 500 error with the message " Component manager has not been initialized before lookup" I've tried to google it, didn't understand enough to find a solution.
