Maybe you have the same problem, and want to add
many user-accounts in
bulk. Maybe this script (I wrote) can help you out.
The script can produce a XAR archive that can be uploaded using the
import-function in the Admin panel.
After doing so you still need to add these users to the group XWikiAllGroup
(and additional groups if you like).

Strictly speaking it is not an extension, but never mind: all kind of XWiki related
helpers are always welcome there. :)
