In order to enable UTF-8 in tomcat, you have to add
URIEncoding="UTF-8"
to each connector enabled/used in conf/server.xml.
For example the non-HTTP Connector should read:

maxSpareThreads="75"

Yes, you need to register on http://www.xwiki.org (link at the top
right corner of the screen). Once logged in you'll be able to edit
pages.
