Should be enabled when upgrading, but for a better startup time it is
better to disable them in production.
Please, why don't remove this comment from the
release notes?
Because there is a high chance that this parameter is set to 0 by
administrators that want to improve the statup time (e.g. when XWiki
restarts). The note from the release notes is a reminder that this
parameter should be set to 1 during the upgrade.
