Upgraded from 1.2 to 1.5 with 1.5 war file, then re-imported the unmodified
XE 1.5 pages from the .xar.
Now when I click the Panel Wizard from the Index it takes me to the XWiki
Preferences page not the panel wizard.

I think that's because you need to reimport some pages as described in
the release notes:
