Indeed, the proper way is to edit login.vm, where the login screen is
defined. In order to redirect to a certain page, you can replace

<div class="hidden"><input type="hidden"
name="xredirect"
value="$!request.xredirect" /></div>

with

<div class="hidden"><input type="hidden"
name="xredirect"
value="$!xwiki.getURL('That.Document')" /></div>

About the wrong URL the users are redirected to, that is a known bug
which was fixed in XWiki 1.1 (
http://jira.xwiki.org/jira/browse/XWIKI-1394 )
