Yes we slept a bit lately in term of performances. This is why we
started concentrate on it and hope to restore good ones as soon as
possible, since it's an accumulation of small things I can't really
give you a single Jira issue to follow but we are working on it. I
usually label performance related issue with "performance" label, see
http://jira.xwiki.org/issues/?jql=labels%20%3D%20performance.
In the meantime did you looked at
http://platform.xwiki.org/xwiki/bin/view/AdminGuide/Performances
already ? There is some customizations to improve performances compare
to default setup there.

Also tired lowering the Xms (as recommended by IBM Java folks) but did not help

The part that is most puzzling is that a fresh install of 6.1 is still sooooo much
slower.
Tomcat uses near 100% of cpu for any page read, and mysql uses 25% for any page read
The tomcat logs don't have any errors (I turned the log4j debugging up to see if I
could catch something odd)
Any Ideas. I'm fresh out.
