UTF-8 problem - xwiki-users@xwiki.org

I use Xwiki 1.1M2.
I execute Tomcat 5.5 server with :
JAVA_OPTS="-Djava.awt.headless=true
-Dfile.encoding=UTF-8"

I modify xwiki.cfg to use UTF-8 encoding:
xwiki.encoding=UTF-8

My browser detect utf-8 but all the special characters
are "destroy":
I edit that "Coucou éééèèèàààuuuùùù"  and the Page
display "Coucou Ã©Ã©Ã©Ã¨Ã¨Ã¨Ã Ã Ã uuuÃ¹Ã¹Ã¹ " and if I
edit again the forms display:"Coucou Ã©Ã©Ã©Ã¨Ã¨Ã¨Ã Ã Ã
uuuÃ¹Ã¹Ã¹ "
