Is there a way to make the Wiki Page title the title for the browser window /
tab?

Hello,
Yes it's possible and really easy:
- login as an admin
- go to page:
http://YourWikiAddress/xwiki/bin/admin/XWiki/XWikiPreferences?editor=global…
- in the "Title" area, add the following code:
$tdoc.getRenderedTitle("plain/1.0")
