Someone has kindly created a French
translation but has overwritten
the English version in so doing. It looks like the multi language
support for forms isn't working, or maybe it's not clear how to use it
(I can't see how to create a translation of an object without
affecting the original, unless I manually created a new object etc...
- maybe Ludovic or other dev'ers can comment). You can see the
original English version by going to history and looking at the
previous revision. Here's a direct link:

So it appears that if your current skin object
doesn't have anything defined for a particular property, it defaults to the file in
the templates directory. Is this true?
That's exactly right.
Where and how are these preference values defined?
I think the $xwiki.getWebPreference() obtains data from the current
space's XWikiPreferences object, which resides in
MySpace.WebPreferences. I notice that by default in xwiki v0.9.840 the
fields you mention do not exists in the XWikiPreferences class, so it
will fall back to default behaviour. I assume the XWikiPreferences
class can be modified using the class editor to include new fields, so
you can define your own preferences. But note that when you go via the
more actions menu to access preferences, you see these fields through
a special template (note the xpage=editprefs on the URL query string)
that sorts them into categories, but only presents the prefs that
template expects to find. So if you modify the preferences class to
include your own pref fields, you'll either have to modify the
editprefs template too, or edit your prefs directly via the object
editor.
