Interesting idea. This reminds me of the
idea I had a while ago to gamify
contributions to xwiki:

IMO we should allow local admin ti use skin extensions since:
1. they can override any part of the skin anyway
2. it will be more consistent with other similar extensions
(translation, ui extensions, wiki macros, etc.)
