When I'm logged in as the Administrator I see a toolbar in the source editor (not the
full WYSIWYG).
However, my users don't see this toolbar, Is this a permissions issue? My WIKI is
fairly locked down.

Couldit be that the Administrator is marked as an "Advanced User" and your
other users as "Simple" (User Type)

That was exactly the problem. Next question. How can I change the
default? Can I have the members of a group be Advanced Users by default?
