Ok. So this is just a permissions issue upon logging in, then? Am I to
assume that I have to send out instructions to first-time users to
overcome this problem?

Yes, I also reported this problem a few days ago.
It's an access control problem with the wiki "skin"
used for the login page.
For a discussion and possible workarounds you can
check the mailing list archives. Look for the thread
"First Login to XWiki always loads CSS", on October
26th
