Yes, this was on purpose initially.
- foxwiki is in version 1.0b and not even a final 1.0

This is hard-coded in the xpi. Re-releasing with another max-version
would probably work.

The main problem is that FoxWiki is not supported by our dev team. Apart from this
it's a very nice to have feature.
I could maintain it, since I know FF Extension development, and it's not
a big deal to do this, it's quite tiny.
Thus we have 2 choices:
- someone volunteers to work on it and make FoxWiki work with FF and IE relatively
quickly since the feature is currently broken
- we move foxwiki to contrib/ and remove that feature (ie. we could make it active only
if the extension is installed for ex)

FoXWiki can only work with FF, since it's a Firefox extension. In IE it
should work as long as a WebDAV client is configured.
However, I think that we should not make the pencil active by default,
so that it requests for FoXWiki to be installed. It should only appear
when FoXWiki is already installed.
For IE, I don't know how to approach it, maybe Florin has some ideas.
The requirement would be to be able to detect somehow if WebDAV is
available.
