It's in the Panels space. Here:
http://<server>/xwiki/bin/view/Panels/
This panel is called "Navigation":
http://<server>/xwiki/bin/view/Panels/Navigation
I'm not sure where to put this information on xwiki.org. Could you
tell me where you'd have expected to find it?

Because I'm not familiar with XWiki's development structure, I was
thinking
it was a skin change, not a class change (if I understand
correct). I guess
at the end of the Skins page in the Dev Guide, I would like to see
something
like:
"If you are interested in making more advanced changes to XWiki's
functionality, you probably want to check out the Panels area"
