Have a look at the docextra.vm skin file:

Right now it`s all done in that template file, but at some point there
should be an Extension Point there to allow adding new tabs without editing
the skin file.
The idea is that you can define your own template file that you can include
in docextra.vm so that it is displayed on every page. You can do whatever
you want inside that new template file in the context of the current page
on which it is displayed (I.e. search for forum threads having the current
page's ID/title/etc.)
