Following this discussion I committed a first version of this panel on master.

I have a small issue with text/img alignment within the links, and I'd
like not to have a SSX for this.
Caty do you think we could have a generic CSS class in colibri to
handle this alignement (16x16px icons) ? Do we have one already ?

For the 4.2 Roadmap there are several issues related to accessibility of
applications inside the wiki.

There are multiple ways to represent such a place (panel, special
directory, gadget, etc.) but the most easy (not sure how scalable,

{{Spaces}} gadget on "Dashboard"? What we still consider to be a content
space? (Main, XWiki, Sandbox)?

functionality? etc.
