I think there will be cases when either are desirable. Best would be to implement both.
However, I just love the idea of using facets (which are suggested query refinements) when
facing a term present in multiple languages.
I am still unclear how you can implement 1) in your proposal, but there's a chance you
could do it. Remember: no results post-processing (e.g. merging of results).

1) We can get the documents, merge them, add the scores and give it a high
rating. This would help to avoid super
results such as a display of a different match in each language to some
extent.
2) Make it a part of facet search , where search results could be
differentiated base don language.
Would be really helpful to gain your suggestions.
