Yes, if we want to have the tour on XE by default ,we need to VOTE to move the Tour app in
xwiki-platform first (that would be a VOTE mail that you need to send).
The alternative is to create a flavor of XWiki in xwiki-contrib and make it the default
flavor on the download page (and keep the XWiki base flavor from platform as some
technical flavor that should not be used by end users).
My preference goes to having the tour app in platform.
