I don't think we can make a general rule of it.
In the case of markdown we should definitely put them in the same repo IMO.

Often, a new version of the syntax will extend the previous version so I think it makes
sense to have a single repo/jira.
On the downside, it means risking releasing the older versions even when there are no
changes to them.
The other problem is that you’ll usually need common classes to for all versions and it
would be awkward to have to add yet another repo just for those…
So all in all I’m in favor of having a single repo/jira.
