Unfortunately the charting wizard is currently not available from the
XWiki interface. I have just filed a bug which will hopefully be fixed
soon (you can check

 In short that charting plugin is already bundled in the XWiki
 installation you have. The documentation is missing how to use it
 though which means it's not very useful ;-(. I'll contact the author
 to see if he can improve it a bit.
