No there are still plugins
but for those the best is probably to change the package when they're replaced by
components. I haven't really thought if users would be impacted by a package change
for plugins.
You just need to change xwiki.cfg.
If you change, I suggest you change ALL
So 0- to change only web
+1 to change all to org.xwiki
