Regarding unbundling Watchlist, we usually wait like 1 cycle before doing
that. I think we should disable it somehow, but unbundling it just from
9.11 to 9.12, which is 1 month, sounds a bit short.
I don't see the problem about unbundling it. All you have to do, to get it
back, is to install the Watchlist Application via Extension Manager, which
is very simple. In comparison, modifying a property in xwiki.properties
requires to have access to the server. You can even install the application
with the option "install on farm", so you have it everywhere. But we need
to check if the java listeners would not be triggered to much if they are
installed on several wikis without the "install on farm" option.
I'm not proposing to move the Watchlist to Contrib, just not to have it by
default on XWiki Standard anymore.
Maybe I don't see the whole picture, please comment :)

* for 9.12, we don't bundle the Watchlist in XWiki Standard anymore.
