+1 to remove the page.
+0 for bundling Admin Tools by default in the future. I'm not convinced it
needs to be in the base flavor.

* It should be part of the Admin Tools Application (it probably is there

To summarize, this proposal is about:
* Removing that page and ensuring it’s in the Admin Tools app
* Agreeing that once Admin Tools is nice enough we’ll move it
xwiki-platform and
bundle it in the base flavor
