No there are still plugins
but for those the best is probably to change the package when they're replaced by
components. I haven't really thought if users would be impacted by a package change
for plugins.
You just need to change xwiki.cfg.
what do you need to change in xwiki.cfg?
The references to the plugins. They have the full package name in them
