 The tabbed mockups are a good structured way to show them.
 My current focus would be on an "advanced mode" to hide thoose links
 when the user does not need it. 
We do already have an "advanced" user mode and we could indeed use it more.
Some actions such as the XAR and HTML export could be hidden in simple mode
for instance.
Something like :
 *** Simple mode (default) ***
  - Edit
  - History (to see who participated, can be important even for
 unexperimented users imo)
  - Watch
  - / >Advanced / (a link, not a tab, that switch to advanced mode) 
We could indeed have a "more actions" button that exposes additional
features.
*** Advanced mode ***
  - The current tabs.
  - / >Simple / link
 In the design platform design we did not even made an advanced mode.
 Only admin have acces to other links.
 
I'd be glad to see what you eventually come up with for the Design Wiki.
