Hi,
I don’t think this panel brings much and makes the default UI more heavyweight.
Wiki admin users can always add panel if they wish (including adding it to a template
wiki) so I don’t think it’s an issue to not have it by default.
So I agree to not add it and keep it removed and
close http://jira.xwiki.org/browse/XWIKI-9727 as won’t fix.

I propose to not have it by default on the subwiki configuration. It will
still be possible to add it manually since the panel will still be bundled
in the subwiki application.
