+1. FOP developers don't have the time or desire to maintain the RTF
output, so it's unlikely to improve. RTF is a limited format.
On the other hand it is the only editable file format that XWiki can
provide standalone. Some users do like the ability to get out a document
they can edit, but I guess it's OK to only expose this feature when an
OO backend is configured.
