Hi devs,
I'm proposing to move the chart plugin from oldcore and to move it to contrib/retired
(without moving the history).
The rationale is:
* It's old and I'm pretty sure it's not fully working (I doubt that the chart
wizard works well for example). It has no automated tests at all actually.
* It's been replaced by the XWiki Rendering Chart macro
