I'm not a big fan of admin tools as standard module. It's a handy
extension but last time I looked at it it was quite frightening (lots
of things not working at all, most of the script assuming they were
executed on MySQL, standard properties like xwiki.db and
xwiki.db.prefix not taken into account...).
Implement in standard some of the features of that extension why not
(plus I'm sure it would be quicker and less dangerous than trying to
make admin tool clean enough).

I never have used Admin Tools, so:
- I don't know how much is needed in order to clean them up and add them to
platform
- not sure about the default flavor, since I didn't use them so I cannot
say if they are mandatory

xwiki-platform and bundle it in the base flavor
