If the list of groups is fixed, you can put in xwiki.cfg:
xwiki.users.initialGroups=XWiki.XWikiAllGroup,XWiki.MyOtherGroup
Don't forget to restart the container after that.
If you want to add users to other groups manually, then there's the group
administration page that
does that.
