Did you enabled snapshot repository in xwiki.properties ?
Yes. After clicking on "No, this is a new install" , the 5.2.3-SNAPSHOT
artifact is found and proposed by the DW
You had it enabled when you created the template ? Could you check in
the template if you have any installed extensions ?

Indeed, I started from scratch and first thing I did was to enable the
snapshot repositories before installing the template.
Now everything seems to be fine. So it was a false alarm.
