It is not normal that your wiki has empty strings. Normally it
automatically falls back to the translation in
ApplicationResources.properties
when it cannot find one in the language file. This is why normally
ApplicationResources.properties and ApplicationResources_en.properties
are the same.
Maybe there is an issue there and they are different ?

is the functionality around reviewing and validation. If I find a

At this point we don't have enough translators, so you could act as your
own reviewer, or ask a friend to ask as a reviewer.
