I think is a good idea to have code names for the
releases, but I'm
not so
sure about "cocktail names".
The only other naming convention we have is skin names:

Also not so sure that should be decided just by the release manager
(there
is quite a small list of people that do releases)
Any committer can perform releases, you just have to volunteer. Actually we want to
encourage other developers to do releases, besides JV, Thomas and Sergiu. Releasing XWiki
takes time and is an effort, this would be in my opinion just fair reward.
