Actually i think i know what is the issue: when you ask for formated
resource file all the keys are listed, even the empty one. The
translation system go to default translation only if there is no
translation provided for a key, empty is valid. I think l10n should
skip empty translations.
Ok I fixed it.. If it's still time you might want to recommit the
translations files since they are now generated without the keys with
empty values
