Hi,
Actually, in start_xwiki.sh this is not needed at all, because we
already use -Dfile.encoding. If it were missing, then the jvm would
infer the right encoding using the LANG system property.
This means that we can't get rid of both right now. We should be able
to do this once
http://jira.xwiki.org/jira/browse/XWIKI-94 is fixed.
Created jira issue:

I will have to check, I thought that this issue (accentuated characters
in attached files) was solved a long time ago, but I may be wrong.
We may also need to ask the user during the installation which encoding
he/she wants to use, and set the correct values in the start scripts.
