Yes I agree.. In our environments we don't have the bandwidth to make a
difference between Resolved and Closed.

 I'm sorry but this is not how it works in jira... :-) In JIRA an issue
 that is resolved means that the issues is solved. Actually it's
 possible to release a version which has resolved issues that are not
 closed.
      
 I don't know if this was clear so let me explain it better. In JIRA setting
 an issue to the resolved state automatically sets the issue resolution to
 "fixed". This is why JIRA then allows versions to be released with issues
 still in the resolved state.

  The resolved state is there for projects which
want the reporter to
 confirm that the issues has indeed been fixed and that it matches what
 they wanted. However this is seldom used and it doesn't really apply to
 open source projects. Actually I've never seen a single project which
 has been using the resolved state correctly (It's possible to do but
 requires different practices and lots of rigor).
