As I am not a developer, I can not vote here, but I hope a simple
opinion will be welcome! Here, in our environment, there are still a lot
of people using small screens. Even less than 1024*768! Taking into
account this and the fact that icons must be reflect by themselves the
action of a hit, I would also support Var 2. The tooltip for an icon
could be the right place for the action's legend as stated bu Guillaume.
