There are two use cases I can see:
1) If we want to allow users to enter empty paragraphs (using \\):

\\
still the same para
another para
If the rational is "We escape the new line" I would prefer to use
"~"
instean of "\\" since our escaping character is "~" now.
In addition it's creole-compatible.
