What is the rationale?
And why link it from the admin guide? I mean why not link all the
other topics then?
I had put it in the admin guide because changing the skin is an admin
operation and is not something to be done by users. For me the real question is what do we want to do with
the existing

starting from the "Creating a skin" heading. My take would be to keep
the introduction, and then link to the tutorial (that we add under
DevGuide/Tutorials)
