I had put it in the admin guide because changing the skin is an admin
operation and is not something to be done by users.
In my opinion, this was wrong from the beginning. "Changing the
skin" is
an admin topic, while "Creating a new skin" is not. It's a developer
topic. That's why I proposed to Raluca to "link it" from the admin
guide
(what I had in mind was to link it next to the explanations on how to
change a skin).

For me the real question is what do we want to do with
the existing
http://platform.xwiki.org/xwiki/bin/view/AdminGuide/Skins, especially
starting from the "Creating a skin" heading. My take would be to keep
the introduction, and then link to the tutorial (that we add under
DevGuide/Tutorials)
