Thank you both... I overlooked the fact the URL had existing parameters. I
made the change and was able to see some elements of the custom skin.
However, the larger problem remains... when I go to the Admin->Presentation
page I still do not see any options under the Presentation banner such as:
Header, Panels, Footer and Skin
