+1 for the idea, but I'm wondering if we should install the EM UI XAR
or provide the UI in a Velocity template. All the EM UI code is
already in extension.vm and since the EM UI is a core feature that
we'd like to have on an empty wiki it makes sense to have it in a
template. Note that the EM UI XAR currently has 3 wiki pages that are
integrated by the Administration application and which were not meant
to be used standalone. They are functional outside the Administration
but they are not linked together. If we go the XAR way we will need a
"home" page for the EM outside of the Administration application.

should install the EM UI to be able to install extensions. ATM he can only use the Import
feature and this will not allow him to easily install stuff (see the email about the user
who tried to install the Admin app like this).
