"this" is not a good term. If you don't notice the link, then it reads
as "you can manage it from this page you are looking at", which is wrong.
"...manage it from the [OOo server administration section]."

In the action bar: add a check to see whether the OOo server is
running and don't display the link if the OOo server is not.
